Study in Quebec in 2027 from Algeria: Admission, Costs and Study Permits

Admission with an Algerian bac, licence or master, the CAQ, the study permit and a budget built on Quebec’s CAD 24,617 minimum: how to prepare a 2027 intake from Algeria.

by DOCERE Team

Do you live in Algiers, Oran, Constantine or elsewhere in Algeria and want to study in Quebec in 2027? For a program lasting more than six months, the process generally involves admission, a Quebec Acceptance Certificate (CAQ), and a Canadian study permit. Choosing your program and arranging funding should begin well before departure.

This guide turns your plans into practical steps, from using your Algerian qualifications to preparing for your arrival.

Information checked on October 25, 2026. This guide prepares you for a 2027 intake using currently published rules. Check the applicable amounts and requirements again when you apply.

Studying in Quebec from Algeria: Key Answers

QuestionShort answer
Where should I start?Compare programs and check their admission requirements for Algerian applicants.
Does a CAQ replace a study permit? No. They are separate provincial and federal processes.
How much should I budget for 2027?Your actual program costs, living expenses and travel, using the requirements applicable when you apply.
Does admission guarantee that I can travel? No. You must also obtain the required authorizations.
Can I prepare my application from Algeria?Yes. Start gathering academic records, financial evidence and any necessary translations.
Does a degree guarantee a job or permanent residence? No. Each subsequent step has separate requirements.

Which Program Can You Apply to With an Algerian Qualification?

Start with the terminology: the Algerian baccalauréat is a secondary school qualification, while a Quebec baccalauréat is a university bachelor’s degree.

For example, the Université de Montréal’s guidance for applicants from Algeria (in French) identifies these routes:

  • After the Algerian bac, undergraduate entry generally involves a completed university year, a preparatory year or a four-year bachelor’s pathway.
  • A licence can support applications to certain master’s or specialized graduate diploma programs.
  • A master can support a doctoral application.

These are application pathways assessed individually, rather than automatic equivalencies across Quebec.

Start with your professional objective. Someone with a licence in computer science might compare a specialized master’s degree and a graduate diploma based on course content, research opportunities and target skills. The shortest qualification is not necessarily the best fit.

Before paying an application fee, record each program’s prerequisites, language, deadline, duration, total cost and refund conditions. Ask for written clarification whenever a requirement is unclear.

How Do You Apply to Study in Quebec in 2027?

1. Obtain Admission to an Eligible Institution

Check that the institution can accept international students and that the program fits your background. Prepare your qualifications, transcripts, passport and any specific supporting documents, such as a CV, research proposal or language evidence.

For documents in Arabic, check each recipient’s translation requirements. Keep the originals and make sure name spellings match your passport. A document accepted by a university may not meet immigration requirements.

2. Apply for Your CAQ

After admission, follow Quebec’s official temporary selection procedure.

Institution-specific application limits already extend to December 16, 2027, through annual periods. Ask your school how the rules affect your application. An admission offer therefore does not guarantee that a CAQ application can be accepted without restrictions.

Follow your personalized document checklist and submission instructions. If you live in Algeria, you do not upload your proof of financial capacity to Arrima: you submit it to the Canadian visa office that processes your study permit application, and federal officers assess it against Quebec’s financial criteria.

3. Check the Provincial Attestation Requirement

In Quebec, there is no separate provincial attestation letter (PAL) to obtain: under IRCC’s rules, your CAQ attestation of issuance serves this purpose in the federal application. Degree-granting master’s and doctoral programs at public institutions have been PAL-exempt since January 1, 2026, but that exemption does not remove the CAQ: most of these students must still obtain one.

IRCC accepts a CAQ issued in a different year as long as it is still valid when your study permit application is received. For an application submitted in 2027, the date you apply, not your program’s start date, determines whether your attestation can be used.

4. Submit Your Study Permit Application

Consult IRCC’s official document requirements. Depending on your circumstances, the application includes admission evidence, your passport, CAQ, financial evidence and a letter of explanation.

Your letter should describe your own background. Explain the skills you want to develop, why you chose the program and how you will fund it, using verifiable facts. Avoid generic templates that could describe any applicant.

5. Provide Biometrics and Take the Medical Exam

IRCC lists a visa application centre in Algiers. If you receive a biometric instruction letter, book an appointment through the official process and meet the stated deadline.

Plan for a medical exam as well: Algeria is on IRCC’s list of countries and territories that require one. If you have lived there for six months or more in a row in the year before you come to Canada and your study stay will exceed six months, you must take it with a panel physician. Also follow any other request from IRCC.

How Much Does It Cost to Study in Quebec in 2027?

There is no single budget: your program, city and family circumstances affect the total. At the verification date, Quebec’s published 2026 financial requirement is CAD 24,617 for one person’s essential needs for a year, plus tuition and return transportation. This is not presented as a confirmed 2027 amount.

Build your budget using actual documentation:

CostDocument or estimate to obtain
Tuition and mandatory feesThe institution’s estimate for your program and student status
Daily livingHousing, food, local transport, insurance and settling-in costs
TravelAn estimate for return travel between Algeria and Canada
ApplicationsOfficial fees at submission, translations and any required tests
Personal contingencyA reserve for unexpected expenses and exchange-rate changes

Avoid counting the same expense twice across categories. Compare the administrative minimum with your expected spending: your actual needs may be higher.

When converting amounts into Algerian dinars, ask your bank about payment and transfer arrangements for your circumstances. An online exchange rate does not prove that your funds will be accessible in Canada.

How Can You Document Funding From Algeria?

Under IRCC’s financial requirements, you must demonstrate first-year funding without working in Canada and explain how you will finance the rest of the program.

Gather relevant evidence: bank statements, your sponsor’s income records, a financial support letter, a confirmed scholarship and payment receipts. The source and availability of funds should be clear.

Practical tip: create a summary linking each amount to its supporting document. If several relatives contribute, separate their contributions. Explain significant transactions rather than leaving the reader to infer where the money came from.

Are Scholarships Available for Algerian Students?

Yes, in limited numbers. Algeria has signed a student mobility agreement with Quebec: the official table of participating countries (in French) gives it 83 exemptions from additional tuition fees, namely 31 at the undergraduate level, 42 at the master’s level and 10 at the doctoral level. They apply to full-time university programs leading to a degree.

These exemptions are not automatic. Under Quebec’s rules, the process starts before admission: first contact the person who manages Algeria’s exemptions to learn their selection criteria. According to the official list dated August 2026 (in French), that person is based at the Embassy of Algeria in Ottawa. Once admitted, you send them your admission letter and the application form. Applications sent directly to the Quebec ministry are not assessed.

Also explore institutional scholarships. Specifically check your eligibility and the opportunities open for 2027. A partial tuition exemption does not mean housing and travel are funded.

Be careful with older articles: Quebec’s program- and region-based tuition exemption scheme (in French) no longer awards new exemptions starting in fall 2026. Do not base your budget on that former opportunity.

Can You Work During and After Your Studies?

Under the current off-campus work rules, eligible students may work up to 24 hours per week during regular academic sessions and unlimited hours during scheduled breaks, subject to conditions. You cannot start working before your studies begin.

After graduation, a post-graduation work permit (PGWP) depends on specific criteria. Check institutional and program eligibility, as well as language requirements and other conditions. Some pathways also have a field-of-study requirement.

A PGWP is not permanent residence. Evaluate the academic and professional value of your program without assuming what immigration rules will apply when you graduate.

When Should You Start Preparing for a 2027 Intake?

This is a suggested planning schedule, not an official processing timeline:

TimingPriority
Start nowCompare programs, budgets and 2027 application deadlines
Before the admission deadlineObtain academic documents and complete necessary tests
After admissionPrepare the CAQ application and finalize financial evidence
Once your application is readySubmit the federal application and follow subsequent instructions
After the required decisionsArrange travel, housing and arrival with your institution

If you are targeting January 2027 and only starting now, ask immediately whether the remaining deadlines make that intake feasible. Consider a later intake instead of rushing an incomplete application.

FAQ: Studying in Quebec as an Algerian Student

Can I Study in Quebec With Only an Algerian Bac?

It depends on the institution and program. Additional preparation may be necessary. Confirm your eligibility before applying.

Do I Have to Take the TCF or TEF?

There is no single answer for every admission application. Check your program’s accepted tests, required scores and possible exemptions. University admission requirements are separate from the language requirements for a future work permit.

Can a Parent Pay for My Studies?

Yes. Family funding can be presented with appropriate supporting documents. A promise of financial support alone does not replace financial evidence.

Is Conditional Admission Enough to Travel?

No. You must meet the institution’s conditions and obtain the required authorizations. Read your offer’s conditions before committing to expenses.
