For one person, Quebec requires CAD 24,617 — roughly XAF 10,044,000 — for one year of basic needs on any application submitted since January 1, 2026. That is not the full budget: first-year tuition and round-trip travel between Cameroon and Canada are extra.
Since July 24, 2026, Immigration, Refugees and Citizenship Canada (IRCC) assesses the source of funds in every study permit application. Whether you apply from Douala or Yaoundé, showing the right balance is no longer enough — your file has to show where the money came from. The wider sequence is covered in our 2026 Canada study permit guide.
Figures come from Quebec’s official schedule of costs, the BEAC’s fixed parity of EUR 1 = XAF 655.957 and the ECB reference rate of EUR 1 = CAD 1.6077 for August 12, 2026. XAF conversions are indicative and rounded to the nearest thousand.
What changed in 2026?
Quebec raised its basic-needs amount
For applications submitted since January 1, 2026, Quebec’s immigration ministry (MIFI) requires CAD 24,617, about XAF 10,044,000, for one person’s annual basic needs. The amount covers food, housing and setup costs, clothing, local transportation, health insurance and other necessities. Tuition and round-trip travel from Cameroon are additional.
IRCC now looks past the closing balance
IRCC’s July 24, 2026 officer instructions on assessing financial sufficiency state that the source of funds must be assessed "in all cases". Officers may review the history of the funds and the supporting family, financial and employment records. The previous wording that limited deeper review to certain very high-risk environments has been removed. The required amount did not rise on July 24 — the evidentiary standard did.
How much do you need for your family size?
MIFI counts the student and every accompanying family member. Conversions use CAD 1 = XAF 408.01, derived from the ECB rate for August 12, 2026 and the BEAC’s fixed euro parity.
| Situation | People | Basic needs for one year | Approximate XAF |
|---|---|---|---|
| Student alone | 1 | CAD 24,617 | XAF 10,044,000 |
| Student + spouse, or student + 1 child | 2 | CAD 34,814 | XAF 14,204,000 |
| Student + spouse + 1 child, or student + 2 children | 3 | CAD 42,638 | XAF 17,397,000 |
| Family of 4 | 4 | CAD 49,234 | XAF 20,088,000 |
| Family of 5 | 5 | CAD 55,045 | XAF 22,459,000 |
| Family of 6 | 6 | CAD 60,299 | XAF 24,603,000 |
For more than six people, add CAD 5,254 (about XAF 2,144,000) per additional person.
If first-year tuition is S and round-trip travel is T, a student coming alone must demonstrate CAD 24,617 + S + T for the first year, and explain how the later years will be funded, as IRCC’s guidance on proving financial support sets out. Tuition varies widely by institution — our comparison of Montreal universities gives the ranges you can put in for S.
What does "source of funds" mean in practice?
The source of funds explains who is paying, where that person’s income comes from, how the savings accumulated and why the money will remain available. IRCC’s list of acceptable evidence names bank statements, education loans, scholarships, pension records and rental-property income among the common examples. A sponsor’s letter must be supported by other financial evidence.
In Cameroon, legitimate family income may partly circulate in cash or without a continuous banking history. The task is to make its origin understandable through consistent records, connecting each significant deposit to its source and its date. No generic document list can guarantee that a particular item will be accepted — this is the part of a file where careful document preparation for students usually pays for itself.
Why should you start banking the funds six months before you apply?
IRCC’s officer instructions refer to statements for the six months before submission, including the submission month or the one before it. MIFI likewise requires statements covering the last six months, showing every transaction, the current balance and proof of account ownership, in its list of required documents.
There is an official inconsistency worth knowing. IRCC’s general public page on financial support still lists four months of statements, while the officer instructions updated July 24, 2026 list six. Prepare six.
For a family in Douala or Yaoundé, waiting for admission before depositing all the savings creates a short history. Starting earlier lets ordinary account activity appear, and gives the family time to retain evidence for each unusual contribution. It does not guarantee approval; it makes the financial facts easier to verify.
Which mistakes lead to a refusal in a Cameroonian file?
The mistakes tied directly to the official rules are these:
- Omitting tuition or travel from the total
- Relying on future work in Canada
- Submitting a sponsor letter with no supporting evidence
- Leaving a recent deposit unexplained
- Failing to show a plausible source of funding for the later years
IRCC must refuse the application if sufficient and available financial resources are not demonstrated. That is section R220, not officer discretion.
For French-speaking or bilingual applicants whose country of residence was Cameroon, IRCC reported 2,170 applications processed and a 23% approval rate from January 1 to April 30, 2025. This historical rate does not predict the outcome of any individual application, but it explains why financial documentation from Cameroon is read closely — a pattern we look at in how AI affects Canadian immigration applications.
What is the application path from Cameroon?
- 01Get your admission letter from a Quebec institution.
- 02Apply for the Quebec Acceptance Certificate (CAQ) online through temporary selection for studies, then upload your supporting documents in Arrima. The fee for applications submitted since January 1, 2026 is CAD 135, about XAF 55,000. MIFI states that it renders a decision within 25 business days in 80% of complete applications — a service standard, not an individual guarantee.
- 03Apply for the study permit online with IRCC once the CAQ is issued. The federal fee is CAD 150, about XAF 61,000.
- 04Give your biometrics after the instruction letter arrives, at the official Canadian visa application centre in Yaoundé (centre address and hours).
Quebec or France: how do the financial requirements compare?
Since August 1, 2026, France has required EUR 877.50 per month — EUR 10,530 per year, about XAF 6,907,000 — as the minimum financial resources for a student visa or residence permit, according to France-Visas and the decree published in the Journal officiel. Applicants residing in Cameroon go through the Études en France procedure.
Quebec’s minimum of XAF 10,044,000 is therefore higher than France’s XAF 6,907,000. The comparison covers only the displayed minimum financial resources: it excludes tuition, transportation, scholarships and the actual cost of living. What happens after graduation belongs in the same calculation — see Canada’s francophone immigration initiatives.
Frequently asked questions
Does the CAD 24,617 include tuition?
No. The CAD 24,617, about XAF 10,044,000, covers one person’s basic needs for one year. Tuition and round-trip transportation are additional.
Can I use my parents’ money as proof of funds?
Yes, but the sponsor’s letter must be supported by financial evidence. For the CAQ, MIFI also requires a declaration of financial support.
Is a large recent deposit prohibited?
No general prohibition appears in the official instructions. The deposit should be explained and connected to consistent supporting records.
Should I provide four or six months of statements?
Prepare six. That is the period in IRCC’s officer instructions since July 24, 2026, and on MIFI’s page updated January 13, 2026. IRCC’s general public page still mentions four months.
Does Canada’s 2026 student cap change the proof-of-funds requirement?
No. In 2026, IRCC expects to issue up to 408,000 study permits, including 155,000 to newly arriving students, and exempts certain master’s and doctoral students at public institutions from the PAL/TAL requirement. Quebec’s CAQ rules must still be checked separately.
Key takeaways
- Quebec’s basic-needs floor for one student is CAD 24,617, about XAF 10,044,000, for applications submitted since January 1, 2026.
- That floor excludes tuition and travel. Budget CAD 24,617 + tuition + round trip for year one.
- Every accompanying family member raises the floor. Beyond six people, add CAD 5,254 per person.
- Since July 24, 2026, IRCC assesses the source of the funds in every file, not only the balance.
- Prepare six months of statements, and start banking the funds six months before you submit.
- The CAQ (CAD 135) comes first, then the federal study permit (CAD 150), then biometrics in Yaoundé.
